Intended for use with cross-channel fees (i.e. secondary channels other than the asset channel).
Given an array of FeePendingBalance index keys,
query the entries and determine if an unspent balance is present.

Remarks
Zero out any positive balances and write FeeBalanceCreditReceipt
entries to note that unspent fees should be credited back to the
end user / identity to their $GALA balance on the asset channel.
The intended flow for cross-channel fees expects that a secondary channel operator
first executes this chaincode method, settleFeeBalances to zero out
unspent fee credit authorizations as needed.
The FeeBalanceCreditReceipt
written on-chain represents a credit due in $GALA on the asset channel to
refund unspent, previously-authorized (burned) $GALA for cross-channel fees.
